- Development of ASEAN Common Qualification Scheme for Quality Control Experts
Japanese Standards Association (JSA), under the ASEAN cooperation project " Development of ASEAN Common Qualification Scheme for Quality Control Experts" supported by the Japan-ASEAN Integration Fund, (JAIF), supports the ASEAN countries and contributes to the promotion of economic growth of the ASEAN countries by utilizing our experience in quality control education, which is QC KENTEI (Quality Management and Quality Control Examination).
Our aims in this project are supporting to promote the level of quality control among people in companies, schools, etc. and contribute to improving the quality of products and services in ASEAN countries.
Specifically, we will consider the design of a common QC KENTEI scheme to assess quality control competence for company employees in ASEAN countries. These details are listed below.
JAIF Overview
The Japan-ASEAN Integration Fund (JAIF) was officially established in March 2006. JAIF aims at supporting integration efforts to create the ASEAN Community by facilitating the implementation of the ASEAN 2025: Forging Ahead Together, which consists of the blueprints for the ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC), as well as the Initiative for ASEAN Integration (IAI) Work Plan III and the Master Plan on ASEAN Connectivity (MPAC) 2025. JAIF also aims at promoting greater cooperation between ASEAN and Japan by implementing various projects in the areas of disaster management, counter terrorism, maritime cooperation, economic integration, small and medium-sized enterprises development, youth exchanges, Japanese language training, and others.
Project Objective
- JSA conducts a feasibility study of the implementation of QC KENTEI scheme for companies and operating organizations at all ASEAN countries that are interested in this project.
- JSA develops educational materials, exam questions, basic manuals for operation and basic promotion materials for QC KENTEI.
- JSA conducts pilot tests in the ASEAN countries selected by the feasibility study for the implementation of the QC KENTEI scheme.
- After the pilot tests, JSA reviews the results of the activity and prepare a plan for the future.
- JSA builds up the relationship stronger with ASEAN countries.

Project History
- In Japan, JSA has been implementing the qualification scheme for QC experts (QC KENTEI) since 2005. Until the end of 2019, around 580,000 people have obtained qualification for all the grades (from 1 to 4) in total. Around 170,000 people have obtained grade 4 qualification.
- JSA has been entrusted with the Japan-ASEAN Integration Fund (JAIF) project since 2020 to promote the level of quality control in ASEAN member countries. The project is called "Development of ASEAN Common Qualification Scheme for Quality Control Experts".
This project is supported by the Government of Japan through the JAIF.
