■開催概要

生物多様性の国際標準化を進めるため、2020年にフランス提案によるISO/TC331の設置が決定されました。
2022年4月4日~8日の5日間にわたりオンラインで開催されたTC331第2回総会には、ブラジル、フランス、インドネシア、メキシコ、ドイツ、ペルー、日本、韓国、オランダ、コンゴ、中国、サウジアラビア、イギリス、フィンランド、スウェーデン、スイス、スペイン、デンマーク、ウガンダ、インド、モーリシャス、ノルウェーなどの各国代表またISO/CSの代表など約130名が参加しました。

今回の総会では、現在のTC331の組織構成や投票状況等の総括のほか、今後、AHG2（測定・データ・モニタリング・評価）、AHG3（修復・保全・保護）、AHG4（組織・戦略・持続可能な利用）をWGに移行して規格開発を進めていくことを視野に入れた将来的なWGのスコープ検討などを行いました。

主な議事は、次のとおりです。

■WG1（用語）

• 委員会内投票で可決した“ISO/NP TS 13208-1 Biodiversity Vocabulary – Part 1: General terms”の開発を担当する。
• 議論の結果、WG1のスコープを次のとおりに改訂した。
  Standardization work to list terms and concepts, as well as their definitions, in the field of biodiversity in order to have a common language in the conduct of TC 331 work and which constitutes an international reference. Existing internationally recognized terminology and standards will be respected and appropriately incorporated.
  These terms refer to :
  • those already defined and recognized within the framework of international organizations and related treaties and conventions (e.g. CBD, IUCN, IPBES, Cartagena Protocol, Nagoya Protocol, CITES, SER, FAO, UNEP),
  • those from existing ISO standards,
  • new terms and definitions which are the expression of new needs and new practices.
  Note: As users of guides and standards on biodiversity often work in multidisciplinary teams, the organization of the work of ISO/TC 331/WG 1 must be able to have an interdisciplinary approach, allowing each of the disciplines to dialogue.

■AHG2（測定・データ・モニタリング・評価）

• 将来的なWG2のスコープについて、AHG2コンビーナの示した案に対し、地域・生態系・生物群・遺伝子レベルのカテゴライズの適否など様々な意見が寄せられ、引き続きの検討事項とした。
• イギリスのエキスパートから“Process for designing and implementing Biodiversity Net Gain (BNG)”のプレゼンテーションが行われた。この提案について、WG2で担当予定のプロジェクトとして今後TC内で正式なNP投票を実施する。

■AHG3（修復・保全・保護）

• 議論の結果、将来的なWG3のタイトル及びスコープは次のとおりとした。
  【タイトル】
  protection, conservation and restoration（保護・保全・修復）
  【スコープ】
  Standardization work in the field of protection, conservation and restoration of biodiversity in any type of terrestrial and aquatic ecosystem. The works includes developing principles, frameworks, requirements, guidance and supporting tools, in the pursuit of benefits as defined by the Intergovernmental Science–Policy Platform on Biodiversity and Ecosystem Services (IPBES). These benefits are grouped in three broad classes:
  • Nature for Society: Nature’s benefits to people / ecosystem goods and services
  • Nature for Nature: Intrinsic values of nature
  • Nature as Culture: Human wellbeing
• 今後提案される可能性のある案件としてWWFの参加している Save Green projectからの“ecological corridors / connectivity”に関する紹介がなされた。

■AHG4（組織・戦略・持続可能な利用）

• 議論の結果、WG4スコープは次のとおりとした。また、規格開発の開始に向けて、AHG4を解散しWG4を設置することとした。
  Standardization work in the field of biodiversity, aiming to support organizations and their strategies towards the sustainable use of biodiversity. The work includes developing guidelines, principles and practices to support policies, setting goals, action plans and disclosure.
  The work focuses on:
  • the links with other existing ISO standards and in cooperation with other TC 331 working groups ;
  • in the broad sense, the impact and dependencies on biodiversity of organizations, including financial institutions, but also the risks and opportunities that may arise. In this sense, the benefits provided by ecosystem services and all value that may arise from biodiversity will be included ;
  • the concept of double materiality ;
  • the value chain and the value networks, direct and indirect impacts or/and dependencies, upstream and downstream ;
  • the links to ecosystem services and social value provided by biodiversity.
• 次の4件の新規提案は、委員会内投票が可決した後にWG4で開発を担当することをTC内で確認した。なお、③④については、技術報告書（TR：Technical Report）としての開発の新規提案の投票が可決しているが、内容としては国際規格（IS：International Standard）または技術仕様書（TS：Technical Specification）が適切と判断されるため、委員会マネジャーと提案者の間で再度の新規提案の調整を行うこととした。

■次回総会予定

• 第3回ISO/TC331総会を2023年4月17日～21日に開催予定とする。また、開催の形態（オンライン、対面）は引き続き検討する。
